Jonathon Muñoz – Attorney

Jonathon Muñoz is an attorney at Equal Justice Solutions (EJS), where his practice focuses on whistleblower and False Claims Act cases, complex commercial disputes, civil rights and employment litigation, and appellate advocacy.

Jonathon brings a wide range of litigation and public service experience to EJS. He recently served as a Staff Attorney at the Thirteenth Court of Appeals in Texas, where he worked on cases spanning complex business and fiduciary disputes, civil rights, employment, and criminal law. It was at the court of appeals that Jonathon truly grew fond of civil pleading, with a particular focus on dispositive motions practice. He previously worked as an Assistant District Attorney in Hidalgo County, managing a trial docket and gaining courtroom experience, and as a law clerk to Magistrate Judge Scott J. Hacker and as a judicial extern to Magistrate Judge Ignacio Torteya, III in the Southern District of Texas, sharpening his federal litigation skills. In private practice, Jonathon also served as of-counsel for Avanti Law Group based in Michigan, where he focused on federal civil rights and employment litigation.

Earlier in his career, Jonathon practiced at a general litigation firm in Iowa, handling criminal defense, appellate litigation, and family law, and he worked with Iowa Legal Aid’s Farmworker Project, supporting migrant workers and H-2A employees on employment and housing issues. In Iowa, Jonathon also worked on criminal state and federal appeals, and represented incarcerated individuals in Iowa state prison. 

At EJS, Jonathon also maintains a strong commitment to public service, and has spearheaded the provision of free legal services to marginalized communities under EJS’s aegis, including free will and estate planning workshops and free general pro se legal clinics.

Representative Matters

Appellate Advocacy

Helped to draft judicial opinions as a Staff Attorney for the Thirteenth Court of Appeals of Texas, including cases involving complex business and fiduciary disputes, as well as civil rights, employment, and criminal law. Worked on state and federal criminal appeals in Iowa, and focused almost exclusively as on post-conviction collateral attacks as a law clerk.

Federal Judicial Clerkships

Served as law clerk to Magistrate Judge Scott J. Hacker (McAllen Division) and extern to Judge Ignacio Torteya, III (Brownsville Division), conducting legal research and drafting Reports & Recommendations.

Complex Commercial & Fiduciary Disputes
